The Economic Revitalization Program provides CDBG-DR funding to support economic revitalization needs through infrastructure projects and workforce development programs, business/resource hubs, and potentially through mitigation projects. Projects must have a tie-back to Typhoon Mawar and meet a HUD National Objective.

Economic Development Projects

  • Workforce Development
    • Job training that aligns with Guam’s economic strategy, focusing on industries targeted for business recruitment & expansion.
  • Development of New Economic Opportunities
    • Business Incubators: Creating spaces through projects that support the growth of new businesses startups in the disaster-affected areas fostering innovation and diversification. Investing in infrastructure, i.e., utility upgrades.
  • Small Business Recovery
    • Grants/Loans: Cover the costs of repairing damaged storefronts or replacing lost inventory.
    • Technical Assistance & Training: Business counseling, marketing support, and skills training to help adapt after a disaster.
  • Industry-Specific Recovery
    • Agricultural Assistance: Employ new agricultural practices to strengthen future disaster resilience.
    • Tourism Recovery: Repairing infrastructure to attract visitors back, or business incentives to hire residents impacted by the disaster.
