The Economic Revitalization Program provides CDBG-DR funding to support economic revitalization needs through infrastructure projects and workforce development programs, business/resource hubs, and potentially through mitigation projects. Projects must have a tie-back to Typhoon Mawar and meet a HUD National Objective.

- Workforce Development
- Job training that aligns with Guam’s economic strategy, focusing on industries targeted for business recruitment & expansion.
- Development of New Economic Opportunities
- Business Incubators: Creating spaces through projects that support the growth of new businesses startups in the disaster-affected areas fostering innovation and diversification. Investing in infrastructure, i.e., utility upgrades.
- Small Business Recovery
- Grants/Loans: Cover the costs of repairing damaged storefronts or replacing lost inventory.
- Technical Assistance & Training: Business counseling, marketing support, and skills training to help adapt after a disaster.
- Industry-Specific Recovery
- Agricultural Assistance: Employ new agricultural practices to strengthen future disaster resilience.
- Tourism Recovery: Repairing infrastructure to attract visitors back, or business incentives to hire residents impacted by the disaster.
