GHURA’s primary goal is to create safe, resilient, and affordable housing. These efforts will prioritize the needs of low-income, moderate-income, and vulnerable households to the greatest extent possible.
Housing remains the most critical need for Guam following the severe impacts of Typhoon Mawar, which significantly damaged the island’s housing stock. The highest priority is to rehabilitate and reconstruct housing for displaced families, while also incorporating mitigation measures and expanding affordable housing options.
To address these needs, GHURA will implement a range of housing programs, including but not limited to:
- Guma Na Maolek Make Homes Good Owner-Occupied Rehabilitation and Reconstruction
- Multi-Family Rental Housing Construction for Affordable Rentals
- Accessory Dwelling Unit Construction for Affordable Rentals
- Debris Removal
- Shelter and Transitional Housing Development
- Rehabilitation of HUD-Assisted Affordable Housing
