The Public Facilities and Infrastructure Program provides CDBG-DR gap funding in the form of a subsidy or a loan to repair, upgrade, and construct essential infrastructure and public facilities damaged or affected by Typhoon Mawar. Guam’s aging infrastructure made it extremely difficult for FEMA to discern between deferred maintenance and storm related damage resulting in a denial of fifty-two (52) PA applications. Of these denials, thirty-eight (38) were public schools, some of which were utilized as emergency shelters during the storm.


Who Can Apply?

  • All Government of Guam agencies
  • Non-profit organizations
    Must be established, operating agencies as evidenced through documentation required in the application & ability to show exempt status set forth in Section 501(c)(3) are charitable, religious, educational, scientific, literary, testing for public safety, fostering national or international amateur sports competition, and preventing cruelty to children or animals.

Eligible Activities

  • Non-federal match Acquisition, construction, reconstruction or installation of public facilities and other site improvements
  • Clearance, rehabilitation, reconstruction and construction of buildings, including housing
  • Relocation payments
  • Assistance to non-profit entities
  • Assistance to neighborhood-based organizations
  • Lead-based paint hazard evaluation and reduction
