Fix in Six’s Owner-Occupied Rehabilitation and Reconstruction Program provides assistance to homeowners whose primary residence was damaged or destroyed by Typhoon Mawar, offering support for both rehabilitation and reconstruction services.

Program Policy

 

Do you qualify?

You may be eligible for this program if:

  • You are a homeowner whose primary residence was damaged by Typhoon Mawar.
  • Have a household income at or below 120% of the area median income (AMI).
  • Submit a completed application with all required documents (property ownership, tax returns, property tax receipts, disaster claim documents).
  • Are a legal resident of Guam.
  • The proposed project meets a CDBG-DR National Objective.

 

Required Documentation

Proof of Identification

(At least one of the following for all household members) 

Government-Issued Photo Identification

  • Driver’s License; OR
  • Passport; OR
  • Permanent Resident Card; OR
  • Military ID Card; OR
  • Birth Certificate (for minors)

Proof of Property Ownership

(At least one of the following)

  • Certificate of Title; OR
  • Recorded Deed; OR
  • Mortgage Statement; OR
  • Court Order

If multiple owners or heirs exist:

For CLTC Lessees/Tenants:

  • Certification - certifying that an applicant completed the eligibility verification process
    from the Chamorro Land Trust Office

    Note: CLTC Required Documentation MUST be obtained and / or signed by CLTC officials

Proof of Occupancy
  • Mayor’s Verification; and

(At least one of the following)

  • April or May 2023 Utility Bill (power/water/trash)
  • Insurance Documentation - indicating primary residence in 2023
  • Property Tax Statement
  • 2023 Tax Return showing the property address
  • Evidence of FEMA Individual Assistance award
  • Evidence of SBA disaster home loan award

Proof of Legal Residence

(At least one of the following for all household members)

  • Naturalization Certificate; OR
  • Permanent Resident Card; OR
  • U.S. Passport

(If a U.S. Passport is not available, provide the following)

  • One (1) Government-Issued photo ID (Real ID, Guam Driver's License, Guam ID, or other state/territorial ID); AND
  • U.S. Birth Certificate

For COFA Citizens:

  • Valid COFA Passport with Form I-94 Arrival/Departure Record

Proof of Income

(Required for all household members who are earning an income)

Wages/Salaries (W-2 Employee)

  • Three (3) most recent consecutive paystubs documenting at least one (1) month of salary; four (4) paystubs if paid weekly and Verification of Employment (VOE); and
  • Most recent Filed Federal Tax Returns (1040) and most recent IRS Form 1099 (if applicable)

Self-Employment/Business (if applicable)

  • GRT/Tax Transcript (24 months/2 years); and

At least one (1) of the following:

  • Profit and Loss Statements (24 months/2 years)
  • Business or Personal Bank Statements showing regular income deposits (24 months/2 years)

Unemployment/Worker’s Comp (if applicable)

  • Award Letter or Statement of Benefits

Social Security/SSI/Disability (if applicable)

  • SSA Award/Benefit Letter; and Most recent Bank Statement showing proof of deposits

Child Support/Alimony (if applicable)

  • Certification of Child Support Income or Court Order/Decree; and
  • Bank Statements showing proof of deposits (last 3 months)

No Income (Zero Income) (if applicable)

  • Certification of No Income - A signed declaration explaining how basic needs (food, housing) are currently being met without income.

  • FEMA Individual Assistance Award Letter for destroyed property (if applicable)
  • SBA Disaster Home Loan Award for destroyed property (if applicable).
  • Insurance Claim Documentation for destroyed property (if applicable)
  • Pictures or supporting documents of destroyed property claimed for rehabilitation or reconstruction
  • Recent Mortgage Statements showing in good standing or in an approved payment plan arrangement with the financial institution.
  • Current Property Tax paid in full or proof of a payment plan in good standing.
  • Most recent filed Federal Tax Returns (1040) and most recent IRS Form 1099 (if applicable)
  • Third-Party Consent to Release Form

Priority

Although the program is open to all qualified households earning up to 120% of the AMI, assistance will be provided based on the priority order outlined below.

Phase 1
(Rehabilitation)

Priority 1: Low- to moderate-income (LMI) households in the villages of
Dededo and Yigo displaced by Typhoon Mawar.
Priority 2: Low-to moderate-income (LMI) households in all other villages displaced by Typhoon Mawar.
Priority 3: Low-to moderate-income (LMI) households provided a temporary roof by FEMA or the Government of Guam.

 

Eligible Activities:

  • Rehabilitation of Owner-Occupied Homes
  • Repair storm-damaged homes to safe, decent, and sanitary conditions
  • Fixing structural, electrical, plumbing, and mechanical system repairs
  • Accessibility improvements for persons with disabilities
  • Strengthen homes with features to withstand future storms and natural disasters Resiliency & Mitigation Upgrades Temporary Relocation Assistance Short-term housing support during repairs or reconstruction
